In 1915, for the first time, the state tobacco monopoly law was approved by the parliament

In 1923 and 1928, the monopoly law changed and the standards related to monopoly were consolidated and expanded. According to the law approved in March 1928, “the right to import and export, buy, sell, manufacture, assign and transport tobacco products and all types of cigarette paper and its derivatives throughout the country” was monopolized by the government, and after that, the "Iran Tobacco State Monopoly Institute" established.

In 1931, the tobacco monopoly laws were strengthened, and according to that, the right to maintain and operate tobacco equipment, paper cutting machines, cigarette paper binding machines, cigarette rolling machines and its accessories was assigned to this institution, and farmers are also obliged to sell their tobacco products to the company. They were purchased by the government and the government was obliged to take over the tobacco market. Subsequently, after providing land, tools and machines, etc., the first state-owned cigarette production factory opened in Tehran in 1937 in Qazvin Street (the current location of the company).

In 1968, Iran Tobacco Monopoly Institute changed its name to “Iran Tobacco Company” by transferring all assets, rights and debts, and it was separated from the Ministry of "Property" at that time and joined the Ministry of "Agricultural Products and Consumables"

In 1977, Iran Tobacco Company was handed over to the Ministry of Industries, and also in 2013, this company was officially declared non-governmental company and all governance duties were removed from the shoulders of Iran Tobacco Company

Again in 2018, according to the decision of the General Board of the Court of Administrative Justice, regarding considering the pension fund of steel employees as state, Iran Tobacco Company was also considered subject to the rules and regulations governing state companies
